Our Senior Leadership Team brings decades of healthcare expertise with a shared commitment to delivering exceptional, compassionate care. Together, they lead with a focus on strategic innovation, operational excellence, and a deep commitment to health equity. Our Board of Directors is filled with community leaders, healthcare advocates, and individuals who personally receive care at PrimeHealth+, and guides our mission with insight, integrity, and lived experience. Their stewardship helps us stay true to our purpose: delivering exceptional healthcare for all.
Leadership
The Senior Leadership Team at PrimeHealth+ is comprised of experienced, mission-focused professionals dedicated to the delivery of high-quality healthcare while driving innovation and operational excellence.
LATA (KAY) RAMACHANDRAN, MA
CHIEF EXECUTIVE OFFICER
Kay assumed the top leadership role in 2013, leading Marillac’s transformation into a flourishing community health center. Marillac, and now PrimeHealth+, has grown from serving 5,500 unduplicated patients to over 16,000 unduplicated patients since securing its designation as a Federally Qualified Health Center. Kay has more than 20 years of experience in senior management positions in health care, both in the for-profit and non-profit sectors of Canada and the United States. With over 20 years of CEO experience, her mastery in setting the vision of the organization to working collaboratively with the Board, senior leadership, staff and community partners, has enabled PrimeHealth+ to expand its footprint to meet the growing needs of the community.
CRYSTAL OWENS, MD
CHIEF MEDICAL OFFICER
Dr. Crystal Owens rejoined PrimeHealth+ in 2025 after her previous employment with us, 2019-2022. She grew up in Georgia among a family of preachers and teachers who instilled in her a desire to serve others. She earned her medical degree from Loma Linda University in 2001, then completed a Family Practice Residency at St. Mary’s Hospital/Salt Lake City in 2004. She holds additional board certification in Hospice and Palliative Medicine. She practiced for several years in the Salt Lake City area, focusing on older adults, hospice, and palliative medicine before moving to Colorado in 2013. Through her employment with HopeWest and now PrimeHealth+, Crystal embraces her role as a physician and a leader with equal parts sensitivity and professionalism.

DAN BECKER, MBA
CHIEF FINANCIAL OFFICER
Dan rejoined MarillacHealth, now PrimeHealth+, in November 2024. He brings more than 15 years of executive-level financial leadership in Federally Qualified Health Centers (FQHCs) and Indian Health Services (IHS) environments.
Dan’s expertise spans a broad range of health center services, including primary care, behavioral health, dental, vision, OB/GYN, pharmacy (340B), and school-based health. His leadership has improved operational workflows, expanded access to care, and enhanced financial performance across organizations.
A strategic thinker and collaborative leader, Dan excels in developing and executing complex financial strategies, managing internal and external audits, optimizing budgets, and overseeing billing and accounting operations. His implementation of key performance indicators (KPIs) and innovative revenue generation strategies resulted in increased efficiency, employee satisfaction, and patient access.
Throughout his career, Dan has successfully engaged with the board of directors and key committees—including finance, audit, and governance—to navigate changing regulatory landscapes and align financial planning with long-term strategic goals. His hands-on leadership style and deep understanding of the FQHC model have made him a valued partner in both administrative and clinical environments.
Dan holds an MBA from the University of Wisconsin Oshkosh and a BBA in Accounting from the University of Wisconsin Eau Claire. His passion for equity in healthcare access continues to drive his work at PrimeHealth+, where he is focused on building resilient systems that serve our community today and into the future.
KRISTY SCHMIDT, BS
CHIEF DEVELOPMENT OFFICER
Kristy has been an integral part of Marillac, now PrimeHealth+, since 2003, initially serving as Operations Manager. With more than 30 years of experience in healthcare-related fields, she has been the Director of Donor Relations and Development since 2010. Kristy holds a Bachelor’s degree in Organizational Management from Colorado Christian University.
In her current role, Kristy oversees fund development, grant portfolios, marketing and communications, special events, and community relations. She has successfully implemented various grants and projects to support our most vulnerable patients, including those who are homeless, migrant farmworkers, and their families. Her dedication to our mission is reflected in the organization’s numerous partnerships, strong community presence, and multiple local, regional, and national recognitions.
Board of Directors
The Board of Directors plays a vital role in guiding the mission of PrimeHealth+. The Board includes representatives from our service area communities and is composed of community leaders, healthcare advocates, and individuals with lived experience. Over half the Board Members use PrimeHealth+ for their healthcare!
The Board has a broad range of responsibilities, including:
- Ensuring the health centers meet the special healthcare needs of each community.
- Overseeing the programs of the administrative and clinical staff.
- Ensuring the organization remains financially sound.
- Compliance with all government and foundation requirements and laws.
- Developing the organization’s strategic plan.
- Ensuring the delivery of high quality healthcare.
